Don't be so sure that he's not mating just because you don't see it. Many times I've thought the same thing because I never saw it but then had fertile eggs. Chickens can be sneaky. Also, this time of year roosters don't mate as much anyway, in my experience. When the days start lengthening again I am sure he will be back in business if he's not already.
