My rooster is not very keen on breeding.

During the summer I had 4 Buff roosters, and at least some of them were frequently breeding with the hens. In the fall I got rid of 3 and kept my favorite. He tries now and then, and every so often succeeds, but I don't think the eggs are fertile - at least, I know some of them aren't. I have 12 hens.
Is it the time of year, or should I try to find another rooster?
 
I don't know where you are from so I can't comment on the climate affecting anything, but I would wait until spring hits and the weather starts warming up. Then see how he is doing. Most of the time they ARE mating the hens, you just don't see them because it happens that fast and they are pretty sneaky about it. And 12 hens to one rooster is pretty spread out.
