People keep in mind, chickens have been domesticated long before the pet/feed industry took over convincing the world you HAVE to buy from them or you're neglectful. I would blame the dog, not a hawk for two reasons. It's very unlikely a wild animal would attack with the dog in the yard and some dogs are smart enough to know biting chickens is wrong and will not do this in front of their owners. We had a killer Great Pyrenees in our neighborhood. He killed mainly on Sundays when everyone was at church. This dog did in a whole flock of chickens, a flock of sheep, maimed a dog, and killed 1 cow. Everyone was blaming coyotes until he got caught in the act several times. As soon as a person showed up he'd bolt. So he knew he was doing wrong.
