my silver seebright rooster's head and neck and eyes look swollen...eyes are watery...

ok guys...i hope im doing this right and this is the right place for this...i have a silver seebright rooster that i dont know his age. i have had him for about 2 1/2 years....several weeks ago i noticed his neck looked puffy....i started him on a round of tetracycline in the drinking water...he only got worse...his face and eyes seem swollen and his eyes watery...not foamy ( ive been there before!) he squints his eyes closed alot. no coughing or sneezing or discharge but now he acts weak and wobbley..i gave tylan 50 injectable 1cc for three days and still see no change. what about baytril? i dont have a vet here that handles chickens but my dog and cats vet will work with me if i know what to ask for...what is dosage and for how long? no one else is sick...i have been giving electrolyes in his water and he is eating and drinking well...his droppings arre firm....last nite he couldnt stay on the roost...he kept losing his balance. i have all my chickens (each group in seperate pens) in modified chain link dog pens with chicken wire tops and around the sides with a metal roof covering.... is there anything i can give him to bring the selling in his face and eyes down? he is just such a sweet pet and we hate to lose him so i will keep on trying...any advice will be greatly appriciated....none of my other birds are showing signs of this illness.......
 
I'm not an expert at all, but I just know when kidneys are failing in animals (and people) they retain water in the body. It's weird that you're noticing this all around his neck and head, so I'm wondering if his body is retaining fluid from organ failure. You say his droppings are firm, are they always very dry? Does he drink a lot of water? Those would be signs I'd think. If it was some sort of infection, I would think your treatements would've worked. Sorry for your sick roo. Good luck.

How does his poop look like? White? Bloody?
If it's bacteria(Escherichia coli or Salmonella), you can give him some anibiotics(I would recommend Neomycin Sulphate or Florfenicol).
Maybe it can help.
 
no bloody poop....normal looking color....he eats and drinks like he is perfectly normal....but he's not....seems a little better this afternoon...more active than he has been. but still not himself by a longshot....he does this weird thing where he holds up one leg and seems to shiver....
