My Sisters Ameraucana cockerel or pullet?

So Now I know My bantams genders and now my sister on the other hand doesn’t have a account here and wanted me to ask but her Ameraucana is looking very different than the other. And acting a lot mature than the others. So I’m gonna show both her Ameraucanas.

And here’s the one we think is a cockerel ( Surgeo )

we defently know the first one is a pullet but this one looks different we think he’s a cockerel?
