My town changed it law but there is no wording for roosters

Ok so my town just last month changed their laws to allow up to 20 chickens. but it does not state NO roosters. I would like a rooster to hatch my own eggs. Just wondering if I should risk it.

I am going to ask my neighbors what they think about this if it will bother them
 
I am not allowed roosters in my county. Unfortunately, one of the 2 Silkies that I got as hatchlings ended up being a rooster.... I couldn't bring myself to harvest him (he's too small yet anyway) nor give him to any of the people in our area that keep roosters (because I was afraid they would use him to train their fighting cocks

). In order to 'solve' my issue, I just continued bringing them in and putting them back into my 'hatchling enclosure' (a large plastic bin with a screen top) that I keep in a utility closet. Then, I don't put him out until after 10 am. My neighbors seem ok with it as long as he doesn't wake them up with the sun!
