I'd clean the rest of the flesh/skin off and soak it in some bleach solution for a couple days and then let it dry in the sun.
Where was the water dish it was found in?
Good idea, would help degrade the remaining tissue too.Actually hydrogen peroxide works much better. Makes the skull/bone much whiter. Bleach can soften the bone and make it more yellow.
