The reason I think pullet is because I've had BR pullet chicks before. Yours looks the same as mine did at that age, all except for the head spot being a bit larger. As it goes through its juvenile molts, watch for more salt than pepper coming in, and slow tail feather growth. That would probably be the best indicator of a cockerel. The comb will not likely be a good indicator, as hatchery BRs often mature earlier rather than later, and a female can have a decently large and reddening comb before other breeds get theirs.
