Yes, yes, who would ever want one of those ugly things, I know 😅

But I want to make them and I want to do it right. I figured that I would take a male Phoenix and cross with a female naked neck and keep all the chicks with naked necks, see if any grow the right tail and go that way.

Is this the right idea? I don't care about color quite yet

The F1s will not be anyware close to Phoenix, it's not until you start crossing back to Phoenix parents where the type and correct tail will start to develop while getting 50% Bowtie Naked Necks(Heterozygous for the naked neck autosomal mutation), so to get back to correct phoenix type you need at least 3 back crosses
 
Alright, thanks. I know that naked neck tends to pass along easily, but I've never crossed my phoenixes before so I wasn't sure how hard it was to pass the tail on. Do I have to breed back to the same sex the original Phoenix was? Or can both sexes be used to improve tail type?

You can criss cross while doing back crosses, for example Longtail Rooster over Turken Hen = F1 NN rooster back cross to Phoenix hens or F1 NN Hens back to Phoenix Rooster, it does no really matter.
 
Did you ever end up doing this? I might do something similar. I don't want to make pure phoenixs with naked necks, but rather, something that is just a combination of naked neck and long tail. Making it a pure phoenix does not matter to me.

No, due to flock issues, I am limiting the birds that stick around, and am likely moving in a few years later, which will mean I will have to start from eggs and scratch
