neck feathers on my rooster turning white

i am not sure what is going on with my rooster. he is the only chicken i have right now. over the past 2 -3 weeks his neck feathers look they have lost the plumage and are just quills/shafts, no other symptoms, and just on his neck. looks as tho he has a white/gray scarf on....any ideas or treatment

He is in the re-growing feathers stage of molting.

yes, he's molting. You'll soon see those spikes pop and then they'll be feathers...
