Another thing that makes a difference in these situations is the age of the males. My guess would be that your boys are under a year old ie cockerels not mature roosters. They will competitively and repetitively mate the girls, which not only strips the feathers and inflames the skin but can result in lacerations under their wings as well as stressing them. A mature rooster will not generally cause damage like this even with only a few hens. Best to remove both boys to a bachelor pad until the girls heal and find a home for at least one, longer term, for the health and wellbeing of your girls.
 
I had a Black Austrolorp rooster, he had 8 Black Austrolorp hens, next door pen had a RIR rooster with 6 mixed breed hens. ALL the Black Austrolorp hens flew over the fence to get into the other pen, their rooster was tearing them up! They got fed up with him and moved next door. I thought it was pretty funny.
