Need help with thermostat PLEASE!!!!

    I decided to give a try at a home made bator. I have styrofoam cooler with a pc fan 60 watt bulp and a water heater thermostat. The bulb will get up to temp very quickly but then the thermostat turns off and does not turn on again until the temp is almost 10 degrees cooler. The thermostat is right beside the bulb. I do not know if that is correct or not. Any one have this issue? What did you do? What has worked for you? I have eggs coming next week and need another bator. Any help would be greatly appreciated.     You want the flat side of the thermostat turned facing the bulb. The thermostat should be about one inch from the bulb an it helps to have a fan blowing some air across them too.
