If the chick had not even made an external pip it is not ready to hatch.
Doesn't have a good chance but it has a better chance if you leave it alone for now... Meaning don't open it.

I would moisten that membrane every couple hours and wait and see if it pips that membrane on its own.

If it does, you might want to set it in a small bowl or cup with a dry paper towel underneath it to prop it up so that hopefully it doesn't tear too much membrane and fall out too early with unabsorbed yolk.
With that much exposed you should be able to see when those veins get absorbed and start helping it if need be.
If it really starts pecking at that membrane and there are no blood vessels right where the beak is I would make a tiny hole right over the bill so it can start breathing air.
It will need to breathe air to start absorbing yolk.

I think it's more that the air into the longs and not the bloodstream triggers it to begin hatching. Just like how when the chord is cut on mammals it triggers them to start crying and breathing

No, I would say the same thing other than I would leave it alone it might make it put it back in the incubator with the shell and leave it alone it needs to be warm it will go into shock it to shock if you dont
