Hate to say it, but you have some pretty dumb neighbors who are only smart in one thing: Taking advantage of you. The woman is being the equivalent of a female dog to you because she is entitlement minded and thinks you are a sucker.
Their dogs are not your problem, especially if they are too stupid to keep their female lab on their property while she's in heat. Any GOOD breeder knows that. These are probably not good breeders. You are under no obligation to be nice or cooperative about this. The law will be on your side if it comes to it. They are pushing the battle and it's time to fight.
I agree with the others, find a way to fence and I strongly recommend you get your dog neutered unless you are using him for stud purposes. There are places that will do it for very cheap or even free for the sake of helping pet overpopulation. If she does end up with mixes, tell her to go stuff herself and deal with it. It's not your responsibility to get rid of the puppies.
PS, if they've made their living on their chainsaw creations and you've never complained of the noise by now... its probably too late. You'd only look like you are being petty and vindictive.

As far as neutering our collie we are still trying to decided if we want mate him so we can have one of his puppies, then we will get him fixed.
Keep in mind that I'm a country boy, I also have a lot of livestock to protect. I do not know the laws in Vt. But I know that if you have a predator on your property you have the right to protect your livestock. I'm not suggesting you do any thing serious, but I would let the person know that you will protect your livestock.
The person sounds like a irresponsible breeder, It is their job to pen theirs dogs in heat up or leach them when outside. You just don't let your dog in heat run nilly willy. Here at the homestead I'll do whatever it takes to protect my stock. Certain times of the year we get skunks, possums, usually we live trap them and then let them go far away from our homestead. One time we had a problem with a bear and our honeybees, I called the game warden and that was that.

ANY TRUE breeder would keep their bitc# in heat under lock and key or at the very min. put a diaper on her. If I were you I would tell her to look up info on this subject on the AKC website. But then again if they were true breeders they would ALREADY know this.
