If your zoned agricultural there is nothing your neighbor can do, and has no right to complain. The Right to Farm Act protects farmers/rural people who raise animals, vegetables etc. from city people who move into the country and then complain about farm noises and smells. You should do nothing but offer a suggestion of some good ear plugs.
