Neighbor Has 165 layers in bad shape. (pics are a little gross)

Ill do it if Im anonymous otherwise I cant because no one will take me seriously cause im under 18. Or I dont want any enemies (the neighbor). My neighbors store is open every Wed. And Sat. And last satuday he diddent want me going in the coop, and comming in the store and tracking poop in because he had a health inspector comming. If the heath inspector came, wouldent they have looked at the chickens... or no???
