Yes, the HOA did the covenants. Our county has no rules regarding livestock. Everyone right next to us who are just out of our little subdivision has cows, horses, etc.

Side note--why in tarnation would anyone live in or make an HOA? Living in one sounds like living in suburbia hell.
According to this thread, there was a rule that outlawed flagpoles. That's not preventing disputes; that's making for a ridiculous level of tension and persnickety, tattletale neighbours with nothing better to do with their time than stalk about with a pair of binoculars, à la Petunia Dursley.So everyone abides by the same rules with the same understanding to prevent disputes later.
