neighbor threatening my chickens with leg traps

You can probably get more accurate info from the county website than you can from a county employee on the phone. Check it out. As far as the dog? If it's running loose, call Animal Control every 30 minutes. They'll take care of it. I had 3 here, mean suckers. Took about 15 calls, but they did take care of them!
 
Evan though you birds are getting on his property he does not have the right to harm them, even one by one. I would have a heart to heart with him to try and work this out. My nieghbors would offer to help with the fence as i would if it were to happen here, but no one would gripe about chickens on thier property either. You can get some cheap plastic chicken fencing, It looks like chicken wire but its plastic, It would keep the chickens in. They have it at most farm and building supply stores and it is easy to use. I hope you get it all worked out.
 
he's not just a jerk because of the birds, there's a whole lot of other stuff not even animal related that goes with this. No matter what it is he's going to complain about it. Just a matter of time until it something else that he doesn't like.


He even goes out and shoots at the wild birds

And that might not help either. In lots of states there are quite a few nuisance birds that CAN be shot. Starlings or sparrows (can't remember which) being one of them. As you're in the country, I'm doubting the discharge of a firearm is an issue.
