Neighbor's bird's on my property exposed to eye conjunctivitis and or possibly avian flu.. what do I do?

I'm taking down my bird feeder but again this is not my responsibility to design a fence for their birds. Also I don't want any contact with my neighbors as I have had lots of trouble with their stray animals in the past.
Then I would suggest taking more aggressive action to keeping their pets off of your land.

If you do not want to contact them or build a fence, then you will have to do something with the chickens.

The easiest way to resolve it would be to talk to them or have something up to keep them away, built either by you or the neighbor. It is not easy for you to keep them off your property if you do not want to talk to the neighbor.
 
Should my neighbors with their straying chickens (and dog) be the one's to build a fence? I have to not have a fence so I can receive my shipments from ups and I have trash men as well I can't fence out.
Yes, they should contain their animals. But you are the one with dire concern. It's called a gate to allow controlled entry/exit.
 
I have posted No Trespassing signs and I have contacted animal control but is there some other authority I can contact to protect my rights to my own property. A fence is impractical for me personally. I just know the neighbor's will not respect my boundaries.
 
I have had continual problems with their big white German shepherd as well harassing me and my little dog while I walk my dog on a leash in my own back yard.

If you can catch the chickens, crate them up and send them free to a new home. If you can't keep them off your property by shooing them, then get rid of them. Just warn about the exposure to the bird with the bad eye when you get rid of them.

If you can't catch them by hand, put some feed into a cage and close the door on them when they get in.
