I say call the cops.
Being honest here: my dogs went through a period where they would run to my neighbors yard and take advantage of the fact that they were afraid of them. They'd stare at them through their windows and bark at them while eating the bread they'd thrown out for the birds. I secretly found this hilarious because my dogs are the biggest babies and wouldn't hurt a fly, but I tried my best to control them. Some times they just slipped past me.
Anyway, although I apologized to my neighbors and reprimanded the dogs every time it happened, they got sick of it and wound up calling the cops. I didn't take it 100% seriously until that happened and (knock on wood) we haven't had an incident since.
They didn't actually press charges or file a complaint, but the officer did come to my door and tell me that if it happened again they would. That was enough of a threat for me and like I said, it took getting talked to by a cop (in my PJs by a guy I went to high school with, btw) for me to take it seriously. If it happens again I could be fined, have my dogs taken away, etc.
Now, I am a fairly rational person, and I don't deal drugs, soooo maybe the outcome will not be exactly the same, but I think the moral is that whenever the authorities are involved, it's time to consider the real consequences.
