Neighbors dog

I know, right?! I can't catch this dumb dog. He just runs home and I follow. The guy has a herd of mutts and3 raises mini horses. He'd be ****** if someone elses dog harassed his ponies!

When I text this lady that her dog just killed my chickens and was trying to kill my cat, her response was "well your dogs go under my house"
Mind you, she lives in a double wide trailer that some previous owner ran a weedeater against the vinyl skirting and shredded it and then she fenced her yard so my dogs go under through to holes to play with her dogs. This is true. But even so, my dogs have never damaged or injured anyone. She may not like it but I have told her that if they ever damage anything, we will pay for it WITH THE UNDERSTANDING that we can't keep them from going under and that she NEEDS to fix her skirting ASAP...
Now her dog is doing the same thing getting out and she says it's our fault cause our dogs "taught her dogs to do it"... If it was just getting out its no issue... But it killed two chickens and she thinks my dogs going under her house justifies her not paying...

From what I understand from reading the laws you posted, she could report us and we would be fined $50 for leaving free roaming dogs. On the other hand, I could report her and she's have to pay me $85 (the price given to me today by the chicken breeder to replace what her dog killed) PLUS her dog would have to be put down...
The two are not equal... I'm so mad I'm ranting and raving and my husband thinks I've lost my mind.

He countering with your dog plays under my house is not valod for this argument. That is a separate issue.

She could bring it up from this point ON and slam you with the dog roaming free issue. So don't let your dogs roam.

He dog was off leash, roaming free, killed and harasses dometic fowl. Period.

Also, do I have to prove her dog did it? I have one body and a pile of bloody feathers from another but no one else was here so it's just my word and a crime scene...

She's basically said that since my dogs roam into her yard, she's not going to pay for what her dog did... But my dogs have never damaged or injured anyone... Her dog killed two chickens before I caught it and put it back in her yard and then got back out and tore into my trash and spread garbage all over my yard...
But... she's right if your dogs roam off your property, into her yard. stray at large. Guilty. You might want to check your local animal ordnance.

The two things are separate issues is what I'm saying. My dogs going over doesn't mean she's not responsible for her dog killing my chickens. I'm responsible for what my dogs do and I've told her that we will pay for any damage they cause since we can not afford a fence at this time.
She's responsible for what her dogs do since she can't afford to fix her skirting to keep her dogs in her yard.

To pay for the dead ones.

I appreciate your help. I've been told that all I need to do is call and make a report with the local police department. I guess I'll call tomorrow and find out.
We've been walking our dogs for the most part the last few months since she moved in, since she had an issue with them going under her house (All of our other neighbors love them and give them treats and have no issue with them coming to visit. They're loving sweet babies and have never caused any grief or damage.) It's hard to get out of the habit of letting them out to run and roam and play. They love to go in the woods down in the creek and chase the rabbits and they go stir crazy if we keep them inside and only ever let them out on a leash. Idk what we will do now but I guess none of my babies will ever be able to go out now (dogs or cat or chickens).
