if she was truly remorseful then the darned dogs wouldn't be running free still now would they?

Do not take a dog or any other animal to Animal Control and 'claim to be Jane Smith' from down the street. It is illegal to lie to law enforcement officials. You could end up in jail !

Actually, lieing (sp?) to a law enforcement official may be more than a misdemeanor.
