Nest???

I have a female Rouen that has built a nest out of pine straw in a corner on the outside of two houses I have for them. The houses are positioned to make a inside corner between them at their backs. She has laid one egg in it. Could this be a sign that she is getting ready to maybe sit on the nest she made and go broody? Versus making a nest inside one of the houses? The houses both have pine shavings in them.

It is inside my pen. If you look at this picture where the two houses meet the nest is in that corner. I could put a top over it but that’s about it. And the board that is on the left side of the red house is moved where she has a small opening to get behind it.

I have one that always lays in one house or the other which has now laid in a nest outside and the other one sometimes lays it wherever but usually in a house.
