I have 2 pullets that are 17 weeks old, is it time to prepare the nesting boxes?

-might be a good idea. -also, it depends on what breeds you have as to when they will start laying. Our Red Stars began laying around 16 weeks. Our Golden Laced Wyandotte didn't lay until she was between 26/27 weeks old. Red Stars/Golden Comets or production breeds begin laying early. Other breeds begin later.
 
I had pullets lay anywhere from 6-11 months, it all depends the bird. If they have large red waddles and combs they are close to laying.
 
I have a Buff Orphington and a Barnevelder and a younger Silver Laced Wyandotte. She is 11 weeks old.

Yes. Get the nests ready to go, make sure they are ~12" lower than the roost so they don't sleep in nests.
