I think it all depends on the individual bird. I had a flock of Cinnamon Queens that were extraordinarily quiet EXCEPT for the one we dubbed "Screamer." My gawd, you could hear that she had laid five acres away! Hardly the humble bird.....

My AMs are both very shy and quiet, to the point of being super antisocial. They lack personality, but they're easy to keep.
My loudest are my faverolles. They're super submissive, so when another hen is in their nesting box they won't even try to squeeze in. So they just stand there and gripe until it's free... and other hens jump in front of them in line, so they just keep on griping. But they're my oldest, in addition to Original, so I think they would be the first to go if I had to lighten my load. My Del isn't super loud, but she's also my alarm. So if anything isn't quite right (danger, out of food or water, let us out of the coop already) I hear her for sure. My leghorn is normally super quiet, but since she's started laying, she has the most screechy and annoying egg song.

I don't know if Taco the RIR is laying (saw her in the nesting box, but not in the act), but if not then we have her, the brahma and cochin, the brabanter, and the two andalusians who haven't laid yet. And both ducks and my brachins... but I suspect I have one boy and one girl brachin.

Take a trip to Reno! I have 3 wellies left of my original 5, one went to aubrey (the really loudest one) and one to missy. One of our neighbors behind and over a few houses plays a drumset. Now that's annoying!
I have 4 and some are quiet and some are louder. I wouldn't say they are the loudest of the flock, though.
Elizabeth, are you in an HOA? If not then there really isn't anything your neighbors can do about your birds. Chickens are legal in the city of Reno. It's not like they make noise at night. It's all daytime stuff. Would they cOmplain about your kids playing in the backyard? Dog barking every now and then? I hate people. SO SO MUCH!!!!!!
You know, I think it would benefit us to email the city and get the official policy about what neighbors can do about annoying animals. I have a friend whose dog barked, and she got a note on her door from animal control. But she said that, as long as the dog was just annoying and nobody/nothing was abused or neglected, that's all they could do. And since chickens follow the same rules as dogs in this town, it would be the same. It would be really nice to get the official policy in writing.
But something tells me that it would involve a bit of email chase to find the right person. They probably don't publish the "who to ask about complaints" email on an easy-to-find website.

There are CC&R's in our neighborhood but no HOA to enforce them. The county and city will not get involved in neighbor disputes related to CC&R's.
So I have been doing some online research. Washoe County handles all of Reno Animal Control. There is an ordinance against noisy animals. It is not very specific at all about when. I mean, wouldn't it be reasonable to have some time frames for noise? but it just says "loud and frequent noises causes annoyance."
Washoe County Ordinance 55.125 - Keeping of Noisy Animals.
It is unlawful for any person to keep, harbor or own any animal which by making loud and frequent noises causes annoyance to the neighborhood or to a reasonable person in the vicinity.
While barking dogs are the majority of complaints received, this ordinance is not limited to dogs. Crowing roosters and other animals can cause an annoyance to the neighborhood. Therefore, when reporting a noise complaint, please be specific about the description of the animal causing the nuisance.
1st Complaint
If you are reporting a noise complaint for the first time, that animal owner will be sent a Notice of Complaint, in the form of a letter that explains the law and gives some helpful tips on how they might control the noise.
It is not illegal for an animal to make noise; but chronic noise and/or noise for long periods of time constitute a legal nuisance. We ask that you give the animal owner time to react to the Notice of Complaint (generally a week). If the animal owner fails to correct the problem, you may file another complaint and request that the party be given a Final Notice.

My chickens are noisy when they lay and since there are quite a few, it does go on throughout the day but it's rarely very early in the morning and never at night. Much of the day they are mostly puttering around making quiet little noises that you can't hear beyond our yard. I think it's reasonable to reduce the size of my flock but it's not reasonable for him to think my chickens will never make noise. I guess I made a mistake making those big windows on the back of the coop which faces his yard.
I am just feeling sick about it. I don't feel comfortable in my own yard any more in case he's lurking behind the fence. I'm going to try to get the windows covered tomorrow but it wasn't really on the agenda for me. Have to go to soccer, etc. and will probably be all paranoid about my noisy chickens while I'm gone.
He has this big above ground pool and his grandkids come over all summer long to swim in it. Apparently our chickens were a big hindrance to their enjoyment of it (maybe their grandkids' shrieking and splashing were annoying to me! oh wait, i also have young kids
) if he weren't retired, he wouldn't even be around when they're making noise during the day.
So my relaxing evening after the kids went to bed has been searching byc for quiet breeds (ha, ha there is not much consensus on that as we found on our thread) and city and county ordinances.
well, staying up late isn't going to improve the situation so I should log off.

Ok, reading in the Washoe County animal regulations, this is what I found pertaining to chicken ownership within the city:
55.110 Keeping of animals in sanitary conditions. No person
shall keep any animal unless its area is kept clean and free
from offensive odors and animal wastes.
[§13, Ord. No. 1207]
55.120 Nuisance. It is unlawful for the owner or person
having the care, custody or control of any animal to permit,
either willfully or through failure to exercise due care or
control, any such animal to commit any nuisance, as defined
herein, upon any public property or any other property under
the control of or in possession of any other person, whether or
not open to the public.
[§14, Ord. No. 1207; A Ord. No. 1269]-17-

so as to advise the owner that the owner has violated the animal control ordinances, which
animal control ordinances the owner violated, but that it carries no civil or criminal penalty.
(8) - talks about being served a notice of civil penalty, which has to contain some very specific information about the violation.
First offense = $100 fine, second is $200 fine, third is $300 fine... stuff like that.
(9) Issuance. The notice of civil penalty may be issued by any peace officer or animal
control officer. The NCP may be issued by the peace officer or animal control officer based upon
a written and signed statement of a complaining party. In such a case, the complaining party
must appear at a hearing subsequently scheduled pursuant to WCC 55.800(13) (d) below, to
testify. If the complaining party does not appear at the hearing in the case, the NCP will be
dismissed and the respondent released from liability.

It looks like you were reading the same thing as me! But it also looks like, if he wants to make an issue of it past a warning, he has to be willing to testify in court of the problem. Do you think he would do that? Would you want to take it that far? It would be so nice if he worked a standard workday like most people, so he was out of the house during egg time. Mine only lay during 9-5 working hours, and anyone home at that time is usually running a belt sander or circular saw.
I also wonder if Animal Control officers ever come out to assess the situation and determine that the complaining party just needs to take a deep breath and relax.
