Yes. The exhibitor must be a breeder of record, and also an owner of record.

This dog is owned by the breeder of my grump, who still co-owns her, and therefore is listed as a breeder on the litter. I am so proud of her, she has done a fabulous job with this young dog, and the best is yet to come for him.
