New chicken not laying.

I bought a hen and a rooster a couple of weeks ago. The man said that the hen was laying. Well, she's not. Do some hens just never lay eggs? I've been feeding them laying pellets. I thought that would help but it's not. Thanks

She can't be too old. The man said she had just started laying.
