Usually when eggs are mottled like that I've found that they fail to develop. The only way I know to really tell is to open the egg which ruins it for hatching. You could give them 4 or 5 days in the incubator and then candle. At 5 days you should see blood veins starting to show.
What is the ages of your hens and rooster? More than 3 years old will reduce fertility.

My roosters are less than 3 years old and most of my hens are the same age too

Have these eggs just been laid? It's not possible to tell if they're fertile by candling them if that's the case. The best way to know is to crack them open and look for the "bullseye". If you're hoping for hatching eggs, I'd look for some that don't have such a porous shell. When they look mottled like that, they don't tend to hatch as well.

Here is a good article on what fertile and infertile eggs look like:

Order yourself a copy of the book "A Guide to Better Hatching" It is sold by Strumberg Poultry. Google the name to learn more.
