I'm a big animal rescue humaniac type person but that is ridiculous. You have to have an "out" for 'good' breeders. Where I used to live we had breeding licenses you could apply for. Any good breeder would be approved but the crummy ones would not. The fee for the license was just high enough to make those high quantity, low quality breeding become not worthwhile.
Animals younger than eight weeks can't be given away except to the shelter or to an approved animal welfare organization. And animal welfare organizations must spay or neuter all animals older then four months before transferring them to someone else
This is a good one. No reason to give away underage animals. And I think the age should be 2 months or older for spay/neuters, not 4 months.
