New El Paso Ordinance of puppy & kitten sales

They can spay animals at two to three months of age. I had my Siamese spay as EARLY as I am allowed by the vet...which she was only three months old. Glad I did! One time experience with my first cat with her surprise litter of kittens, NO MORE! Spent sleepless nights every night with the kittens playing all night while Bambi (mom cat) and I were trying to sleep (I was freshman at HS). I rejoiced when the last kitten found a new home!

A lot of vets I have known will spay/neuter at 2lbs. That is about 8-9 weeks for kittens that are healthy. I rescued a mom and underage litter from a shelter once. I did the kittens at 8-9 weeks old. He weighed 2.5lbs and his sisters each weighed about 2 - 2.1. They bounced back and did great within hours and even though I had picked good homes for them, I didn't have to worry about having made a mistake and them being out repopulating the world. My 3 "big dogs" were all neutered/spayed at 3 months old. That just happens to be the age I adopted them all at. They did just fine being fixed straight out of the shelter.

It's nice to adopt an animal and have everything done when you pick it up. Don't have to worry about bringing it back later or trying to get it fixed and then get a deposit or whatever back.

It's very easy to put off and put off and put off taking a pet to be fixed because of money or time constraints. And then once they are accidently bred, most people don't want to spay/abort. It's just much more effective to alter the pets before putting them out in the general population.
 
People in El Paso really dropped the ball on this one. I'm not even sure if prohibiting people to make money on the sale of cats/dogs is constitutional. And this....
On the enforcement side, $76,000 will be used to add two more enforcement officers to Animal Services' current force of 24. Two officers will do nothing but cite people for having animals without proper tags and microchips, not having litter permits and for selling puppies illegally.

is just way past crazy.

How can people just give away their rights like this? Right now it's dogs and cats. What will they prohibit next? Wake Up El Paso!
The radical animal rights activists are behind legislation like this. Many times they aren't even residents of the area. One of the problems in this is that they feel NO ANIMAL should be kept as a pet, used as a source of food, or our entertainment...like horse back riding.
So they plaster posters of puppy mills and suffering animals all over the place. No one wants to see an animal suffer so they allow legislation like this. This is just a way of getting their foot in the door.
If El Paso had the money to add officers why don't they just go after the puppy millers? Why make laws that makes EVERYONE that has a litter of pups or kittens a criminal?

How do you define "for a profit?" I raise beagles and have for 50+ years. I spend a lot of money, but make very little. I could sell a pup for $7,500 and would not be making a profit over last year's expenses. If you figure vet fees, stud fees, travel and motels, show or field trial fees, feed, housing, and the list goes on. Very few true breeders sell at a profit.

That is a good question. Unless your a lawyer, chances are that you wouldn't be able to decifer the legal jargan if you had the law right in front of you.

Poulets De Cajun, I agree fully. It's about time we started to get a handle on pet overpopulation, people backyard breeding sick animals, and especially puppy mills....an american disgrace! Complaining about paying for more animal control officers? Maybe think again before breeding dogs for enjoyment or "profit" and then making it the governments problem when you dump them off at a shelter for someone else to do the dirty work. Next they need to start testing people to qualify to own any animal!
