I looked through the page source and see that your contracting the ads through Google's AdSense program. Does your agreement support their geographical targeting?

Actually, the ads on the community forum are not through AdSense, but is we are running the ads through Google AdManager, so the only way to get ads shown is going through our store.

The 728x90 ad at the bottom of the page is available for all our members and yes, we can geo-target.

The ads at the top of the page which you are hosting on reviewum.com, how does one go about purchasing those? Oh, and can those be geo-targeted as well?

The ones at the top are for our long term partners / sponsors and can not be geo targeted (at least not right now).

Yup, the banners at the top right are part of larger "Official Community Sponsors" package that include the banner at the top of the forum, mention in our newsletters, partnership in promotions, etc. It was designed for companies or organizations that are looking for long term extensive brand and direct response opportunities.
