New frizzle perkin bantam chicks

Can she come and go amongst the flock as she pleases?

she is in our kitchen, its -10 here, heavy snow.
we put her out twice a day for 1/2 hour to mix with flock.
she is still pulling out her breast feathers, what do you think?
