Welcome to BYC! Great to have you with us. Your chicken in the photograph is a Russian Orloff, which do not have wattles. As mentioned by drumstick diva, bearded breeds usually don't have wattles, and Orloffs are a bearded breed. The pea comb type also plays a part, as was also already mentioned. So nothing to worry about-- your bird is normal and healthy.
