he's just figuring stuff out
if he gets too rambunctious you could separate them for awhile

Rooster breeding behavior can see awfully rough but, when you don't have hands to help, you make do with what you have - beaks & legs. Sometimes though this same behavior is the rooster showing his dominance over hens he may not like, or other roos/cockerels.

If he is experiencing his first flush of hormones, and being way too rough and injuring the girls. You might want to separate him from them - to give him a chance to "grow up." What he really needs is a tough old hen to set him straight.
