Sometimes these picking issues turn into bad habits that are difficult to break. Are they plucking feathers and eating them? Or is this boredom and or agression?

What @TwoCrows said. Do an on site search on 'Pin Less Peepers' they can be used to stop and hopefully break the habit.

Great idea Sour. I have used pinless peepers in the past with great success. If installed on the beak properly and the bird is given time to adapt, pinless peepers will stop picking, biting, and other aggressive acts.
 
Hi! Welcome to BYC! I'm not sure you or anyone mentioned numbers of feeders or waterers. Make sure there are multiple stations to eat and drink, to make sure they are not fighting over resources.

Also, the way you described their pen, id didn't sound to me like there is a coop. Do you not need one where you are?

I think they are eating the feathers. They have plenty of space, plenty of perches and toys, I have 24% protein feed out all day for them. I also put out chicken scratch and some meal worms mid morning and some kind of veggie/alfalfa mid afternoon.

Try adding more 'stuff' to the run. Do they have any wood chips or something like that to scratch through?
Their run is dirt and I give them hay/alfala to scratch through, inside the main pen I keep straw and some shavings. They also have two tires in the main pen filled with sand.
