The chips sound a lot like the Mark of the Beast. Pretty cool thinking behind it, but I see a few errors.
Having children is usually a social event, and people can have family all over the U.S. or even the world. It would probably be easier to knock everyone out at once. Since they have robots that can function while they are out, it wouldn't be too economically devastating. I mean, the work of the entire American people is worth a lot $$$. Even if its just for an hour. Some planes would crash, along with buses, and cars. So it would probably be best to do it at night. This wouldn't completely prevent those casualties, but it would reduce it.
Memories begin to form about age 2, so it might be best to implant the chip at that time or slightly before.
I think the 'chipped' adults would be better for the workforce. They would work in perfect unison, losing no time, and always working at top efficiency. The chips will have to turn off when they get off work, though. Else they wouldn't buy anything.
Maybe the kids could be militants or special forces?
Good idea. I didn't thing about that. Well, I thought it would be better if they were kids because then they can work for longer before they die or can't work anymore. There still are jobs in the US, like doctors, etc., but the manufacturing jobs are what they would need the children for. Is that what you mean?
