Hello, I just obtained a rooster and he seems a little under the weather.

Sneezing, coughing, slightly watery eyes.

There are no vets near me who will treat chickens (trust me on that, I’ve called and no one within a 50 mile radius will do it)

But I do have a tractor supply and a rural king that I can buy things at. What do you all suggest?

He’s actively grooming himself and he seems alert but I just want to treat whatever he’s got.

First off, don't let him anywhere near your birds, put as much distance/walls between your flock and him as possible. sanitize your car, and yourself.
I'd honestly take him right back to where you got him, then lysol your car.
It could be a simple respiratory infection or it could be a chronic respiratory virus.

Absolutely what @nuthatched said. Wash your clothes in hot water, even your shoes, don't wear them anywhere near where your chickens go. Whatever he has could contaminate your flock with devastating consequences.
