27 days is quite some time for nothing to have happened yet. I'd remove those eggs, give your girl a break from being broody and try again at a later date.

I would not let her sit for 3 more weeks.
Have you considered buying a few newly hatched chicks for her? They need to be under 3 days old, and you should place them under at night. Most of my own hens will accept adoptees.
Your hen may peck them lightly to discipline them, but watch for aggressive behavior, and be prepared to raise them yourself, if needed.

I hatch out a lot of chicks every year. They should have hatched by now, 21 days. They may have expired. Candle them to see if you see any movement. If you don't see any movement then tap on the egg while holding it to your ear and see if you hear anything. Good luck and have fun...
