If your quail eggs haven't hatched by day 20, they are either infertile, or (dis) died in shell. Have you tried candling the eggs to see what's going on with them?
You really need a calibrated hygrometer for your incubator to be able to know what the % Rh is in the incubator. ACCURITE makes a cheap but accurate hygrometer, once it's been 'salt test' calibrated.

Hello fellow quail herder! I, too, had a failed hatch, which I blame on a cruddy incubator. It was only $40 - $45, so I wasn't expecting much, LOL! Hopefully you'll have luck with your eggs!
