Hope you can help me build a great chicken coop for my mother in law. Love the site the first I've joined.
You and I may reside in different environments, but we have the crazy extreme temperature thing in common. Sometimes it can be those big changes in climate that are most detrimental to the flock. There are reasons to cool, and to heat. I don't breed my girls, so I also want them to just be comfortable. Some people prefer to "harden" the flock, and don't provide heating or cooling, because if a flock is used to a certain temp, and then it suddenly changes, it can be very stressful or deadly. It's a personal choice. I am currently looking for a swamp cooler to put on the coop for this coming summer.

You are correct. Where I live, it's so dry, a fan would just blow the heat around. A swamp cooler is a bad idea in humidity. I dream of humidity lolHmm don't know much about chickens but swamp coolers add a lot of moisture that can leed to mold. I think fans would be a better choice.
