New to us Chicken; Roo or Hen. What breed do you think?

A close neighbor posted that this friend had been hanging around her property for the last few weeks. As the weather is getting cold here at night I went out to do a well check, and make sure she/he was in good health. The chicken is now in my heated garage (cause I am a sucker!) I am almost positive he is a he, though he has no Waddle and his Comb is tiny; he has no spurs, nor does it look like they have been removed. He has what could be considered a sickle tail, and a saddle. Unfortunately, we can not have roos and I will need to look at rehoming him if he turns out to be a him. Any thoughts on breed and sex?

Easter Eggers typically have pea combs or pea-like combs, which accounts for the small comb size.

100% a roo. He is an EE with a peacomb and muffs, which is why he doesn't have any wattles and his comb is small.
