Remember, she is probably so tired after hatching! She probably just wants to have a nap. If she still doesn't open after a day then I'd be concerned

I've had some hatch with their eyes closed too. Almost 24 hours old though, she should be opening them by now. Did you assist her hatch?

yes I did have to help her, when i did her yolk was almost fully absorbed

She probably was ready, but she may just be a weak duckling. Birds that are unable to hatch on their own often have underlying issues unfortunately.
Do you have any molasses or poultry electrolytes?
