newborn mandarin duckling will not open it's eyes please help!

she didn't seem interested in the water, do you think she is still absorbing the yolk?
You kind of have to gently "force" her to take some. Just put a single drop on her bill, she should swallow. Then wait a minute and give her another drop, etc.
If there is no yolk outside of her body still, it technically is "absorbed", but she will still be getting nutrients from it for several days yet.
That doesn't mean she won't drink though. Most ducklings usually are trying to walk/drinking/and trying to eat by 24 hours old.

Ok. I would personally move her to a brooder now, so she can start moving around if she has the energy. In case you don't know how to set up a brooder, get a box (I use plastic totes), put a towel in the bottom, add a little shallow dish of electrolyte water, and sprinkle a bit of feed on the towel. Then heat it with a red heat lamp, it should be about 95° under the lamp for now.
i dipped her bill in water and she sipped a little bit so maybe do this too?
That's good. Was it electrolyte water? Use only electrolyte water until she is up and acting normal. Offer it both ways every hour or so.
 
she is starting to move around but still will not open her eyes. She also is keeping her head tucked into her body (like in the picture) you are supposed to drop mandarin ducklings into water to stimulate them and encourage them to eat, so maybe i need to that?
