Newer Rooster - Not fertilizing the eggs

My uncle received a Polish frizzle rooster for someone and he gave him to me. I've been looking for one for a while because I have a Polish hen and a few mixed polish hens I want to breed. We've had him for about a month now. Since January 18th. I haven't gotten any fertile eggs from him. He follows the girls around and does all the normal rooster things. But he doesn't mate with them. I know he's fertile because they got rid of him because his sons were beating him up. He's full grown. He's a good boy. Just not getting the job done. Does he just need more time to settle in? I read that he might just need competition. Should I throw one of the other roosters in there? He gets along with the little banty rooster. Which tries mating everyone but can't reach. Very sad, he just kind of piggy back rides the hens.
Here's a pic of Louis. He was still actively mating when we got him.

Nice looking rooster. A serious beat down on a rooster can cause both psychological and physical changes. The testicles of a subordinated rooster actually decrease in size resulting in lower Testosterone production - this is in addition to the decrease that generally takes place with decreased photo period. Give him time. As the day light period increases and he regains his mojo I would be surprised if he does not start mating the hens.

Thank you. I'm just being impatient probably. There's a tom in the pen with him and the hens. We've also got a duck pen with a rooster(he grew up with ducks and prefers them)
And a little pen with another rooster who keeps fighting everyone and the turkey wants to kill him.
Louis still tries to fight the rooster penned up by himself. And he favors the white chicks, but they aren't fertile either. I'll just give him time. It's also been super rainy and snowing like every other day since we got him. I wonder if that's effecting him.
