Newly hatched ducklings

Hey y'all I am new to raising ducks. So the ducks I got last year have laid eggs and one of them finally started to sit. Its been 28 to 30 days since laid. 5 of the eggs have started to hatch 1 of them was almost halfway out so I helped him some. Now he is out and it has been almost 48 hours all he wants to do it wiggle around a little. He is not up on his feet yet just kinda kicking them around some. He hasnt eaten or drunk anything. Is this normal or what can I do to help him. All the other duck are halfway hatched but still inside their eggs should I help them. Am I doing something wrong?
 
Ok thank you sourland. I put them in the incubator as soon as the started to hatch I'm located in TN and it has been cold the past few days. Should I put them back with momma or leave them in the incubator
 
I am not an expert in hatching, never have hatched eggs in an incubator or had a broody duck, but what i have read here so far is that you should not interfere with a duck-momma! She should know best what to do and when to help her offspring.
