If they are all still hanging together they are not quite ready to breed yet. Still winter coveying. If you leave one Male the hens really wont have a choice and should submit for breeding. You could watch and let them sort it out but males may get territorial and fight before it is settled out. There is a possibility of them killing each other if they fight.

Okay. So the plan is to build a shelter and remove two males to a quail hen free environment. Will do!
