I mean here's what I'd do. Face the music that you can't keep them 100% quiet. Chickens are noisy, period.
Maybe try buttering the neighbors up by offering them free eggs or something on occasion! This will help them see the benefit in the chickens and hopefully be less likely to complain since they're getting the benefits from them too.
My hens go through phases. Sometimes they're silent other times they're screaming to the world letting them know how excited they are that they just laid an egg......I really don't have an in between.
