None emergency here, but my sister's chicken is bald almost completely! Any advice for feather regrowth?

I'm thinking this hen is bottom of pecking order and acts scared to go on roost at night. I'm going to take her in see if I can help her look normal again. Any advice?
 
Is she molting or has she been feather picked? Pine tar can help deter pecking of an irritated red area. Many feed stores carry it and you can get it online. If there is a lot of feather loss, she may want to use a T shirt or a hen apron on her to protect her skin. Pictures will help.

Ok ill get some pictures of her this evening. Does pine tar help with the regrowth of feathers? I got some hen saddles.

oh my gosh she looks pitiful
 
It looks like she is regrowing her feathers and I'm not sure what happened to her. She probably needs some clothing and some very high quality food and possible some isolation or maybe another mild chicken to accompany her.
