I think you are on the right track.......if it was me I would bring the brooder into the house.
I would put the heat packs under the brooder box with a towel between the heat pack and
brooder. I would not  put a blanket into the brooder but I would wrap it around the base of it
and up the sides some. I would also put the heat packs only at one end so the chicks can
move away if they need to I would think no more than two packs at a time but I don't know
how big your brooder is. Maybe someone else will have a better idea.

This sounds relly good! My brooder is a fair size....i think i will do this! Thanks!

If you can't get the brooder into your house then put the chicks into large cardboard boxes
and still put the heat packs under, not inside, the box with a towel between and blanket
around. I would not leave them in the garage. Are the chicks fully feathered or only part way?

We just got about 4" of snow in the past couple hours. It's supposed to turn to sleet here any minute, I hope it doesn't snow is so much prettier!

Bantam- good luck with your birds, I hope you keep power.

Non-chicken related, but I know most of you are moms. Just saw this article & it lifted my spirits after the frustration of snowed in kids & I wanted to share:

thank you!

My big ol' tom (not the brightest thing) just stood there in the snow letting it pile up on him, with his head tucked in.  After an hour DH had to go pick him up & put him back in the coop!

My turkey hen did the same thing last time it snowed! She would stand there and look under her puzzled at the cold white stuff but then didn't move out of it!! Turkeys are sweet but they really don't have all the brains of a chicken. ;)

@bantambury Your chicks are going to be totally fine. They are mostly feathered so they are beginning to be able to regulate their own body temp plus they will huddle together if the get cold. I would bring them in the house but watch their behaviour before using your hand warmers! They may just be fine at house temp.

Looks like we have 6 inches too and it just turned to sleet within the past hour. We will probably lose power tonight but we will stay warm and we have plenty of non-electric lighting. I didn't start incubating or raising chicks yet so I'm safe there.

Looks like we got 5" today before it started to freezing rain on us. I'd be loving the view a lot more if hubby wasn't stuck trying to drive through Raleigh in it. :/ He left early this morning for work, but no flights leaving RDU for JFK because of the weather. He's trying to make it to his cousins house in Cary, but between the roads and the other drivers (personally think those are scarier than the ice/snow) and all the accidents...

Chickens got out a bit this morning, but as soon as the snow started coming down this afternoon they huddled up in the coop. Occasionally I'd see them standing in the doorway munching the snow that had gathered on the stoop.

And.... Just because the snow doesn't stick together, doesn't mean you can't make a snowman. This is what my 5y.o. came up with when nature told him he couldn't make a snowman today:
