Northeastern North Carolina Area - Need RIR Rooster

Looking at a RIR listed to rehome. Can anyone tell me what kind of comb this is and is it the SOP for a RIR.

It has good development of comb and wattle for it's age but the rest of his conformation is weak. Personally, IMHO he isn't SOP but a little better than a hatchery bird.
 
I believe RIR should have single combs....if so, that's not a RIR.

I was able to borrow a APA SOP book from my state wide library system,
it was an older one but still pretty valid.
Thanks so much. I'm not looking for show birds, but a better than good specimen for breeding with my RIRs for chicks for my own flock.
Funny, I do love that comb, eventhough I don't think it is SOP for RIR.
