Chickens don't sweat, so a fan on them doesn't benefit them much directly. But it can facilitate evaporation which lowers the air temperature and also helps to move the hot air away from the chickens. I wet the sand in my runs during hot days and have a box fan that blows air over the wet sand.
The chickens also dig craters in the damp sand and lie in them. This draws the excess heat out of their bodies.
